National Green Industrial Policy Database

Across Europe, governments are playing an increasingly active role in directing investment toward low-carbon sectors through grants, subsidies, concessional finance, tax incentives, equity investment, and other industrial policy instruments. Yet researchers, analysts, and investors still lack aggregate data to understand how these policies are evolving in practice. This project develops an empirical foundation for analysing France's green industrial strategy through the construction of a national dataset that captures the sectoral coverage, governance structures, and conditionalities attached to national financing mechanisms from approximately 2020-2025. Beyond its academic contribution, the project seeks to translate fragmented government data into a first-of-its-kind resource to inform ongoing advocacy and debate. This work is under development, with support from several institutional partners.
